Clinical Establishment

  • Application form for provisional registration of clinical establishments

  • As per the nursing homes/clinical establishments under the J&K Nursing Homes & clinical Establishments Act 1963 (Amendment 2006), an application form is to be issued to the applicant who wants to establish a Diagnostic Centre / Nursing Home against proper prescribed fee in the shape of G.R. and after that when they submit the application form along with all requisite formalities in all respects as envisaged in the norms accompanied with the documentary support, after that the case files are to be submitted to the inspection committees for the process of inspection. Thereafter the case files of those Nursing Homes/ Diagnostic centre/ Clinical Establishments, who fulfills all the requisite Norms/ Guidelines and are recommended by the designated committee in accordance with the government order No: 309-HME 2006 Dated: 17/05/2006 (copy enclosed), in pursuance of directions of the Hon’ble High Court in OWP No. 191/2006 titled Shri G M Khan Vs State and others the resignation of the Nursing Homes/ Diagnostic establishments shall be under taken after inspections by the committee as under:



    For cities of Srinagar/Jammu.

    01. Deputy Director Health Services, Srinagar.

    02. Assistant Director, (Health Services)

    03. Medical superintendent /SMHS/SMGS.

    04. A representative nominated of Unani/ Ayurvedic institutions rank of ADMO in respect of Unani/ Ayurvedic institutions.



          The committee will include the specialist of Health/Medical colleges in respect of specialists involved in registration of particular center to be nominated by Director Health Services/Principal Govt. Medical college.



    For Districts:

    1. Chief medical officer.

    2. Medical superintendent of district hospitals.

    3. Senior most specialists in the district in respect of Unani/Ayurvedic institutions.



    For centres where specialists are not available in the District the same shall be include from Govt. Medical Colleges/Director Health Services. The Inspection Committee Shall certify and furnish a report to this effect to this Directorate for grant of Certificate of Registration / Renewal of registration as per the relevant Guideline / Norms / Act as the case may be. So, as to curb those illegal running of clinical establishment, it is mandatory all the controlling officers of the Districts from time to time for adhering to the norms and regulations applicable to the registration of Nursing Homes / Private Hospitals and other Diagnostic centers running in the Valley. The Controlling officers have been advised to ensure that no such establishment is found running without registration. Besides, the District Level Officers have been advised / instructed to take appropriate necessary action under rules, in case, any such establishment is found running or violating the rules / regulations without registration in their areas of jurisdiction and any establishment which is not registered (registration expired) or is deviating norms shall be sealed immediately as per the provisions in the relevant Act.
